Summary
Personal notes taken by a homeowner (MKH) attending the January 15, 2014 Board meeting — not official board minutes or board-produced records. Board vacancy filled by Mike Coker (interim until July annual election). Significant officer reshuffling: Mike Coker becomes President, Ed Bryson becomes Vice President, Mike Halko becomes Treasurer, Peter becomes Secretary. Management company (PSI) going out for RFP — two other companies being considered alongside PSI. Several community discussion items.
Note: This document is the personal notes of a homeowner attendee, not official or informal meeting minutes. Names in the notes are primarily first names only; Mike Coker (President) and Ed Bryson (Vice President) have been identified by the note-taker. Mike H confirmed as Mike Halko — Treasurer continuously from at least January 2014 through January 2026.
Board Changes
One board seat was open; 4 people volunteered; board elected “Mike” (interim seat, expires at July annual election). After new member seated, officer positions assigned:
| Officer | Person |
|---|---|
| President | Mike Coker (new, elected at this meeting) |
| Vice President | Ed Bryson |
| Treasurer | Mike Halko |
| Secretary | Peter (last name not recorded) |
Bill (former President) declined Secretary nomination and resigned from the board immediately, leaving the meeting.
Key Items
Management Company RFP: Current management company (PSI — Property Specialists, Inc.) going out for competitive bid. PSI and two other companies being considered. Note: PSI had been the manager since at least 2006 (confirmed by Special Amendment 2 cover letter). This RFP process indicates PSI was still the manager in January 2014. See association-partners-inc.
A&A — Windows: Board approval is only required if changing window styles. Like-for-like window replacements apparently do not require A&A approval. See alterations-and-additions-process.
Tax Reduction: Willow Creek (neighboring community) homeowners hired an attorney to pursue property tax reductions — attorney fee is 25% of reduction achieved, opt-in group. Management company to investigate whether Prestonfield could participate.
Social Event: Block party cost ~$4K and was canceled last year due to rain. Discussion of smaller, flexible social event instead. Social committee to develop budget/format.
Home Sales: 3 recent home sales in the $284,000–$384,000 range.
Website/Domain: Need to redirect Prestonfield.org away from PSI and to the HOA’s own website.
Meeting Venue: New President proposed meeting at a restaurant (e.g., John & Tony’s) with $200/meeting from the social budget.
